Artificial Intelligence Assistants Provide ‘Misleading and Partial’ Election Guidance, States Dutch Watchdog

AI assistants are proving to be “inaccurate and evidently prejudiced” when providing election recommendations, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democratic processes just eight days before national elections.

Testing Reveals Consistent Bias in AI Suggestions

The quartet of AI assistants evaluated by the authority “frequently recommend identical two parties”, irrespective of the user’s question or command, the regulator noted in a analysis published ahead of the 29 October election.

For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the centre-right CDA, “are almost never mentioned”, despite the fact that the voter’s query exactly matches the positions of these political entities, the study pointed out.

Official Warns Against Using AI Chatbots for Voting Guidance

The deputy head of the AP, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Voters were being pushed toward a party that might not correspond to their ideological beliefs, she added.

“This immediately affects a cornerstone of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against using AI chatbots for voting advice, as their functioning is opaque and difficult to verify.”

Voting Background and Party Dynamics

The Dutch head to the polls on 29 October in an election that will be keenly observed across the continent for the performance of the Freedom party.

The right-leaning group of Wilders is leading the polls but the gap to the left-wing and centre-right parties appears to be narrowing, with many voters still undecided.

All major parties have rejected a coalition with the Freedom party, implying the runner-up party is highly probable to supply the future head of government.

Inadvertent Prejudice Attributed to AI Operation

The AP stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the way AI chatbots operate.
